Take the DLR from London City Airport towards Bank/Tower Gateway

Take the Gatwick Express to London Victoria
Get off at Victoria and head to the Circle or District Underground lines
Take either the Circle line to Aldgate or the District line to Aldgate east

Take the Thameslink Luton Airport Bus to Luton Airport Parkway train station
